[sip-comm] Dialpad on CallParticipantPanel

The dialpad that SC displays after placing a call on the call participant
panel does not seem to be sending the correct DTMF tones to the caller. I
tested this by placing a SIP call to an 800 number (using my FWD account)
that has an IVR for selecting various functions, e.g., press 1 for English,
press 2 for . The log indicates the correct digits are being sent, but the
caller seems to be recognizing them all as the digit 0 (zero). This would
be a useful function to have working and I presume that is why the dialpad
is showing up there.

Gerald,

There have been changes to DTMF lately so you may want to give this
another try.
