Restoring of a poor user connection

I have the following problem:
We joined to the room (5 or more participants) and one of them in one time had a poor connection.
Other users got the ‘Poor’ status in his connection indicator.
After some time the connection of this user improved, but jitsi still showed that he had a poor connection.
The user from his side saw all other users as usual (he had not any problem) but other users could only hear him (because his video did not show).
There is only one way to fix it, make reload of the page.
So the question, why jitsi (or lib-jitsi-meet) does not restore the connection by itself? Or had it fixed in more modern versions of jitsi?
