Currently there are only Spark users in my roster. When chatting with them, voice button is disabled. Can jitsi only use voice between jitsi users, or with the other clients too?

Jitsi supports standard Jingle and SIP and can chat with any other
client or server that does so too. If call buttons are not appearing
for your spark contacts, that must be because Spark is not advertising
Jingle support.
