Jes I think so.

Jitsi has support for XMPP and for XMPP supporting it is mandatory.

SCRAM is a SASL mechanism. XMPP is a SASL-aware application protocol.
XMPP authenticating can also be done using other SASL mechanisms like
PLAIN or DIGEST-MD5. SCRAM is not mandatory for XMPP authenticating.
How do you know that Jitsi supports SCRAM?
