Yes, it appears.
But,
1. I see only the icon's pixels from top-left until the maximum size when the row size of the Panel is lesser than 26 pixels or the maximum icon size in the notification area is greater than 24 pixels.
2. I see the complete icon when the row size of the Panel is equal to 26 pixels and the maximum icon size in the notification area is equal to 24 pixels.
3. I see the complete icon + gray pixels around it on the right and the bottom when the row size of the Panel is greater than 26 pixels and the maximum icon size in the notification area is greater than 24 pixels.
Example: I see only the top-left quarter of the icon when the row size of my Panel is equal to 17 pixels. A mostly blue icon, then.
The zoom seems to work like this: taking the pixels from the top-left until the max size.
Maybe it's just a problem of the format of the icon.
