There is no feature as dedicated moderator. The moderator can mute
participants and kick them. Unmuting is something that has privacy
concerns and is not possible.
One possible solution for you is to enable authorization and anonymous
domain for your deployment. The first to enter the conference will
need to provide username and password and will be the moderator, the
others will wait for the moderator to create the conference and then
they can join and they will do that anonymously (without username or
password, the same way meet.jit.si works today).

I do have a question about the moderation feature. Is it possible that there
is one moderator who is responsible for enabling or disabling audio for a
specific/all users? Is there any more documentation about this feature
somewhere? Are there any more tools like “ban a users” that should help a
moderator to do his/her job?
