Tried removing that directory, and then tried removing anything related to Jitsi from system for a totally clean install. Still have the black screen problem in Preview. The camera microphone works fine, and Jitsi is activating the camera as the blue lights turn on. Relevant log file entries are below....there is nothing but INFO entries in the log file. Is there a way to turn up debug logging?

Still having the problem where video does not work. The preview
window in Options just shows a black screen. This is happening on a
Logitech C920 as well as the built-in camera on a Lenovo Y-50 laptop.
Both systems are running Windows 10 Pro 64 bit.
There haven't been any changes to the video subsystem recently. As I said before, unfortunately, I don't have access to any other webcams than the one in my Thinkpad T420s to try anything.
I installed this as an upgrade to the previous stable version (2.8.5426).
I'm wondering if I should try a complete removal of that version
first. Any other troubleshooting suggestions would be welcome.
You can try removing the directory %localappdata%\jitsi\sip-communicator.bin, otherwise an upgrade is the same as a reinstall.
