Hi, I just installed the jitsi plugin on our Moodle and it was easy to set up a video conference in one of the classes.
I only want to know what means “Minutes to access”

Where do you see this? In jitsi-meet interface?
I installed the jitsi plugin for Moodle, so I can create an activity called Jitsi within the course.
In this interface I chose the start date for the activity as well as “minutes to access”.
This is not something we do, you better as Moddle plugin creator, it is the first time I hear and see this plugin.
Minutest to access: shows the minutes before students can access the class on selected date and time.
