Jitsi Dial-in meeting Fee

I want to know about the Jitsi-voximplant integrated Dial-in meeting Fee problem.
I found that Voximplant provider requests dial-in number fee 1$ per month, but also request fee per minute on call.

What I want to know is

Who is responsible for Voximplant fee per minute of voicecall?
The user who uses PSTN phone or meet.jit.si company?
