sorry for basics questions (probably already occurred in forum) but I
don't know and my partner is complaining that text messages only reach
me in Jitsi when I am online.

Well if you want a short answer then: Yes

Offline messages with XMPP should always work. Obviously a provider can still break this, or disable it but that's an administrative matter.
They should work for jit.si.
There is no specific handling for offline MESSAGE requests in SIP so it's up to the server to simply store and deliver them when it needs to. In my experience most SIP providers don't do that.
