Unfortunately not. Skype runs a very tightly secured network and
connections from external clients are not possible unless they use the
Skype API.

Just to add a bit of clarification here:

Using the Skype API means you have to have the actual Skype client running.

Pidgin does that for example and you can see your Skype contacts in Pidgin's list, but Skype too has to be running alongside it (you have to accept the external program's connection to Skype to control it).
No actual gains here, you still have 2 programs running.

Actually I meant the Skype SDK, which does not require the client to
run or even be installed. However it is completely closed and not very
different from using Skype itself.
