[jitsi-dev] SIP Interoperability issue due to missing H.264 profile-level-id format parameter

JITSI always sends the H.264 format in the SDP section of a SIP
offer/answer without the profile-level-id format parameter.
This indicates to the peer that it must not send video other than a 176
× 144 video (Level 1.0).
Most other video capable phones have problems with this or send a very
bad video resolution although they are capable of sending HD video.

To indicate the support HD video JITSI should send as profile-level-id
format parameter for example "42801f" indicating the level 3.1.
