Often it's useful for debugging purposes to be able to create just one deb package for just one architecture.

I split the target that used to create both 32 AND 64 bit .deb packages into two separate targets per architecture, preserving backward compatibility.

I also removed <arg value="-rfakeroot"/> because that's de default.
I also edited the comment explaining what packages are prerequisites for being able to build 32 bit packages on a 64 bit platform, because the explanation did not apply anymore for recent Debian versions.
