Here's another small patch for "putting on hold" functionality.
It removes member flag "isOnHold" and adds the isOnHold() method that
checks for the peer state.
Now the hold button will be in positive state only when the call peer is in
"locally on hold" or "mutally on hold"(before that also "remote on hold"
counted in). The same way it's in Jitsi desktop as I've observed.
