[jitsi-dev] [jitsi-videobridge] COLIBRI document definition for JVB

I think JVB's docs could use an additional doc that covers the full extent
of optional elements/attributes possible in a COLIBRI document that JVB can
consume at any point in time.

Currently, users have to look through the serialize and deserialize code in
order to get an idea of what JVB is capable of, but they may not know what
features are still experimental.
