Could you add a feature on Jitsi where if someone are going to record a conversation the other part would first have to accept it?

It is possible to have something thag would only work on (some) Jitsi to
Jitsi calls. There is no standard protocol for this and it wouldn't work
with any other agent. Also nothing is preventing others from recording you.
In other words, it would be easier to just ask.
