I got it working now, thanks! Part of it was needing to expose the port in my Dockerfile (I have it running in a docker container)

The healthchecks are always enabled i.e. no explicit setting of
properties is necessary.

Almost. Jicofo uses the property name prefix org.jitsi.jicofo.auth and
Videobridge uses the property name prefix org.jitsi.videobridge.rest.
From there on, the property names continue the same way: .jetty.port,
.jetty.tls.port, etc. In simpler words, Jicofo will read the property
with name org.jitsi.jicofo.auth.jetty.port to override the default
port value 8888.
