I'm not able to send you network traffic but I confirm that RTP EVENT packets with DTMF tones are there as attached picture shows. But curious is the different behaviour when comparing for example with Jitsi 1.0 or even others like linphone.
This test was made calling to an automatic number that waits for an identification ID to be dialled. Same call was made using same sip provider and using 3 different programs using same configuration: Jitsi 1.0, Jitsi 1.1 and linphone.
When analysing and decoding RTP stream sequence I noticed the following behaviours:
* Jitsi 1.1 -> don't here anything (no voice no DTMF tones), and dtmf
tones seems not to reach provided as automated voice tells no number
has been dialled.
* Jitsi 1.0 -> we can here everything (voice from remote caller and
part of some of dtmf tones). Remote automated voice recognizes number id introduced during the call.
* Linphone -> No voice heard but all DTMF tones heard perfectly and
succesfully recognized by remote automated caller.
I have no experience with SIP / RTP so I have no idea why the dtmf tones (RTPEVENTS) are there but no tones reach remote caller when using Jitsi 1.1 and why RTP streams shows such a different behaviour between sip programs.
Do you know any reason why this happens ?

Not really. Personally I use DTMFs quite regularly and don't have
with them. How do you reproduce it? What protocol are you using?
XMPP? Have you tried making a Wireshark capture and confirming that
indeed no DTMFs are being sent?

Most certainly. Note however that this could also be an issue with
provider not interpreting tones properly. Once you do the pcaps, feel
free to share them here.
