Try executing it from within the same directory as the one that holds the
pom.xml project file. Alternatively, download it from the central Maven
repository:

That actually is as good as it gets, I think. There are a bunch of
warnings, but the artifact was created in /usr/share/jicofo/dist/linux/
jicofo-linux-x64-build.SVN.zip
