I don't know how to comment/close/forward Debian bugs, so:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=729992
Java dialogs cannot control the appearance/disappearance of a window's close
button. Eclipse (which uses SWT) also lacks the close button in Gnome, so I
assume this is a (stupid) theme design.

Just send mail to <bug-number>@bugs.debian.org, for this case:
729992@bugs.debian.org.
There are also sum control tags, but not sure about permissions, who
can control it, is it me or anybody can control them.
http://www.debian.org/Bugs/server-control
Mail to start with: "Control: tag -1 fixed-upstream"
Regards
