[jitsi-dev] Changing the default for 'received call quality' in Meet



Jitsi Meet allows users to configure the received call quality. This
setting defaults to the highest available quality. I believe that this is
defined here:

There are deployments imaginable where the highest quality is predictably
never going to be reached.

Would it make sense to make the default setting configurable, through
config.js perhaps?

Are there (preexisting) settings that can be used when deploying in a
restrained environment? (What exactly does startBitrate do, for example?)
