Jibri fails with Selenium access error

I have a vanilla install of Jitsi and Jibri, which generally works, but Recording always fails: the voice announces immediately “Recording has stopped”, and an orange error message appears “Recording failed to start”, with the only details provided “Recording failed. Please try again.”

The logs reveal:

nothing conspicuous
