I cannot receive prosody events

I made a prosody plugin to get private token authentication.
However, the muc-room-pre-create and muc-occupant-pre-join events are not firing.
The plugin file and prosody setting are attached. Are there any more modules to add?
The prosody version is 0.10.0

I upgrade prosody version to 0.11.7.
