How to enable JWT token

I have installed Jitsi on my Azure cloud using this tutorial: Tip 284 - Creating a private video conferencing service with Jitsi on a Microsoft Azure VM | Azure Tips and Tricks

It seems to work fine. Now I want to prevent users from creating room, so I though I enable JWT token. How do I do this? I found a couple tutorials online but they were so old that the library install commands didn’t work anymore.

These are the tutorials I already tried without success:

Only think you should do is installing jitsi-meet-tokens. But to prevent Lua version issue, first install Lua 5.2 packages

apt-get install lua5.2 liblua5.2-dev luarocks
apt-get install jitsi-meet-tokens
