How to achieve HD+ (5192kbps) - 1920x1080 - Video Bitrate: 5000 - Audio Bitrate: 192

I was going through this article - https://jitsi.org/jitsi-videobridge-performance-evaluation/ published by Boris Grozev and Emil Ivov.
And to be honest I am quite amused with the Benchmarks.

But I have a question i.e. as there was mentioned “1000+ video streams using an average of 550 Mbps!” and 20% CPU usage of a quad core CPU

But what if we want to achieve HD+ (5192kbps) - 1920x1080 - Video Bitrate: 5000 - Audio Bitrate: 192 with same 1000+ stream and live chat and recording turned on.
And if we don’t care about the CPU usage throttle my CPU to 80% I don’t care and I would even provide 12 core CPU. Will it be able to deliver such high quality video and audio stream then?
Or is there some restricting factor which always try to save the CPU usage?
