Force non-simulcast browsers (Firefox) to lower resolution

Is there a way (ideally through a configuration option I have missed or misunderstood) to get people on non-simulcast browsers (Firefox) to only send low resolution (say 360p) video, while simulcast users (Chrome) continue to send low, medium and high-quality video?

I have found the configuration options in ‘config.js’ with “resolution” and “constraints”, but they seem to effect all browsers the same? (‘constraints’ is commented with applying when util.browser.usesNewGumFlow==true, but that seems to be the case for both Chrome and Firefox, as it does not relate to simulcast).

This would be a great feature for conferences where Firefox users join, but others are on slow connections.

I think if you change resolution config in config.js, it is used only by Firefox.
