Docker install with DISABLE_HTTPS still open and forwards traffic to HTTPS_PORT

for the docker instalation, when disabling HTTPS, the port set in HTTPS_PORT is still opened and the traffic going for this port is forwarded. shouldn’t this not happen for such cases?
