All participants are moderators

After installing new jitsi meet and configuration, all the participants joined in the meeting are moderators. But not enabled the “all moderators” option in muc. Also, completed the secure domain setup following the official documentation.
BTW using JWT for authentication.

How are you using both Secure Domain AND JWT at the same time? Likely where your issue is. You use one or the other. Revert whatever changes you made for Secure Domain if you plan to use JWT.

I was facing this issue before doing secure domain. So I searched for similar issues in the forum itself and I found the below link.

In this, you mentioned to setup secure domain (Not mentioned about JWT btw). So I configured that.

I will revert the secure domain setup and update.

After a working Jitsi, all you need to do

apt-get install luarocks liblua5.2-dev
apt-get install jitsi-meet-tokens

Use Ubuntu 20.04 or Debian 11 Bullseye for minimal trouble

apt-get install luarocks liblua5.2-dev

Reading package lists… Done
Building dependency tree
Reading state information… Done
liblua5.2-dev is already the newest version (5.2.4-1.1build3).
luarocks is already the newest version (2.4.2+dfsg-1).
0 upgraded, 0 newly installed, 0 to remove and 6 not upgraded.
root@ip-****:~# apt-get install jitsi-meet-tokens
Reading package lists… Done
Building dependency tree
Reading state information… Done
jitsi-meet-tokens is already the newest version (1.0.5913-1).

If you didn’t make any further customization, it should work

As I mentioned earlier I have followed the given document to install jitsi. No further customisations have done.
