Example:
prosodyctl register USER myserver.com PASS
account was created … enable a meeting only for this account. without the possibility of another access and create another meeting

There is no such feature at the moment. This can be done with a custom prosody module, there is already a similar thing checked: https://github.com/jitsi/jitsi-meet/blob/master/resources/prosody-plugins/mod_filter_iq_rayo.lua#L121 counting outgoing calls per participant …
Maybe there is an easier way to that just for connecting …
